Position Title: Programme Director – National Contract (Re-advertisement)
Number of Positions: 1 (One)
Monthly Gross Salary: BDT 331,301/-
Type of Contract: Fixed-term contract for 2 years with the possibility of extension
Standard Benefits (as per organisational policy): Festival allowance (02), Baisakhi allowance, provident fund, gratuity, group life and hospitalisation insurance coverages, OPD coverage, mobile ceiling, and other admissible benefits as per organisational policy.
Duty Station: Head Office, Dhaka, with frequent travel to programme areas
Role Purpose:
To ensure quality implementation of all Concern's programmes in Bangladesh and the effective development of new projects and programmes. To contribute to the strategic direction of the country programme, as a key member of the Country Management Team (CMT), and to deputise for the Country Director when required.
Main Duties and Responsibilities:
- Lead the implementation of programme objectives in the Country Strategic Plan and ensure high standards in design, monitoring and evaluation through Concern Worldwide's Programme Cycle Management System (PCMS)
- Ensure all work aligns with organisational policies including safeguarding and protection, the Core Humanitarian Standard, and equality, diversity and inclusion
- Collaborate with the Country Management Team to develop and maintain a funding strategy ensuring future funding streams are identified and pursued
- Lead the development of a partnership strategy and partnership agreements, overseeing and supporting national implementation partners
- Develop national-level networks to enhance Concern's learning and enable potential funding, consortium work, and joint advocacy
- Develop a mentoring and skills development plan for the country team and ensure HR policies are understood and implemented
- Ensure effective and efficient use of resources, and manage programme budgets as approved, with support from the Country Finance Coordinator and Programme Coordinators
- Oversee implementation of emergency response programmes as needed
- Demonstrate leadership on workplace equality, diversity and inclusion, and role model a positive safeguarding ethos
- Actively participate in any emergency response when required
Accountability:
In line with Concern's commitments under the Core Humanitarian Standard (CHS):
- Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E)
- Collaborate with relevant colleagues to ensure the Complaints and Response Mechanism (CRM) is functional, accessible, and that feedback and complaints are addressed
- Ensure information about CRM, safeguarding, and expected staff behaviour is disseminated among programme participants and communities
- Uphold and promote Concern's values, demonstrate leadership on workplace equality, diversity and inclusion, and role model a positive safeguarding ethos
- Actively participate in emergency responses as required
Key Requirements:
Essential:
- Postgraduate qualification in Development Studies, Nutrition, Public Health, Agriculture or other related discipline
- 10 years of relevant experience with a minimum of 2 years in a similar role with INGOs
- Proven experience in managing both development and humanitarian programmes through partnership modalities, with a strong focus on systems strengthening
- Demonstrated leadership ability, ideally at country management level
- Experience in programme development, programme management, and participatory planning methodologies in areas such as nutrition, health, social protection, food security, and climate change adaptation
- Experience in emergency preparedness, response, and disaster risk reduction strategies
- Experience in leading proposal development processes and managing donor relationships

- Experience managing programmes in the Rohingya refugee context
- Experience in both rural and urban contexts
- International work experience
