Responsibilities & Context
The Head of Finance is responsible for overall management and coordination of financial operations in line with GIZ rules and regulations. The position requires representation to stakeholders, ensuring GIZ values and principles are upheld, and providing professional advice to partners. The role includes disciplinary supervisory responsibility and management of a finance team.
Key Responsibilities
Financial Management and Strategic Advisory

Advise GIZ management, including the Head of Finance & Administration (LFA), Country Director (CD), Cluster Coordinators, and Project Managers on all financial management tasks.

Plan and monitor Barmittel/expenditures for GIZ BD and office budgets.

Provide regular and timely updates on cash flow, obligations, and expenditure status.

Deputize for the LFA in all aspects of her/his scope of work.

Oversee financial management including bank management and cash flow.

Ensure timely provision and quality of financial services.

Prepare and coordinate internal and external financial audits, as well as stocktaking of supplies and inventories.

Liaise closely with the Head Office audit unit and prepare annual Internal Control reports.

Recommend process improvements to enhance service delivery aligned with office objectives.
Other Tasks as Assigned

Organise and facilitate financial meetings, workshops, and information-sharing sessions.

Update and maintain cluster financial cost information.

Perform additional reasonable tasks outside the scope of the job description, as required.
Qualifications, Competencies and Experience
Academic Qualifications

MBA with a major in Finance or Accounting, or a Master's degree in Finance, Accounting, or a related field.

Completion of Chartered Accountancy or an equivalent professional qualification from a reputable firm.
Professional Experience
-
Minimum 10 years of relevant professional experience, preferably 5 years in a comparable managerial position.

Proven track record as a finance professional within an international development organisation.
Other Knowledge & Competencies

Proficiency in country-specific finance and accounting procedures.

Skilled in budgeting, financial reporting, and SAP/ERP systems.

Ability to work effectively under pressure and in an intercultural environment.

Excellent interpersonal, communication, and presentation skills.

Advanced proficiency in IT applications including MS Office and Excel.

Fluency in English and Bangla is essential.
