What does Pakistan’s governor’s rule in Khyber Pakhtunkhwa mean?

Pakistan's federal government imposed a state of emergency and governor's rule in the north-western province of Khyber Pakhtunkhwa on 11 October, placing the province's administration under direct federal control and suspending the provincial government led by former Prime Minister Imran Khan's Pakistan Tehreek-e-Insaf (PTI).

President Asif Ali Zardari issued the proclamation on the advice of Prime Minister Shehbaz Sharif's government. Provincial Chief Minister Sohail Afridi and several senior PTI leaders were detained following the decision, Al Jazeera.

The federal government said the move was necessary to address rising militant violence, while the PTI rejected the allegations against its administration and vowed to challenge the measures in court and Parliament.

Here is what the decision means for the province's government, security arrangements and constitutional framework.

How will Khyber Pakhtunkhwa be governed?

Governor Faisal Karim Kundi of the Pakistan Peoples Party (PPP), an ally of Sharif's federal coalition, has taken over executive functions in the province.

An 11-member advisory council and the military will assist him in maintaining order.

The chief minister, provincial cabinet ministers, advisers and advocate general have ceased to hold office under the arrangement. Parliament has also assumed the legislative powers of the Khyber Pakhtunkhwa provincial assembly.

However, legal experts say the measures render elected officials and the assembly dysfunctional rather than permanently dissolving them. They must be restored once emergency rule ends.

The changes effectively suspend the province's elected administration and transfer key governing powers to the federal authorities.

Why did the federal government impose governor's rule?

The government invoked Articles 232 and 234 of Pakistan's Constitution.

Article 232 provides for an emergency in circumstances involving severe internal disturbance, including situations in which a province cannot control the threat. Article 234 provides for governor's rule when a provincial government cannot function in accordance with the Constitution.

Federal officials cited a rise in armed attacks, with 1,232 recorded nationwide during the first nine months of 2026, mostly in Khyber Pakhtunkhwa and Balochistan.

The government also argued that the provincial leadership lacked the intent to combat terrorism. Cabinet ministers accused the provincial government of colluding with armed groups, although no evidence was made public.

The PTI rejected the allegations and said its government had actively participated in counter-terrorism efforts.

The party also questioned why governor's rule had been imposed across the entire province when, it said, security concerns were concentrated in 12 districts.

What is the PTI's response?

The PTI argued that the federal government's decision followed the collapse of talks between the party and the federal authorities over a planned mass protest demanding the release of Imran Khan.

The party rejected the justification for suspending its provincial government and announced plans to challenge the measures in court and Parliament.

The dispute centres on the federal government's stated security concerns and the PTI's opposition to the transfer of power away from its elected provincial administration.

What has changed on the ground?

Several senior provincial leaders have been detained, including Chief Minister Sohail Afridi, Provincial Assembly Speaker Babar Swati and provincial PTI president Junaid Akbar, along with multiple ministers.

Imran Khan's sisters, Aleema Khan, Uzma Khan and Noreen Niazi, remain detained in Punjab under preventive detention laws related to public order.

The decision has also disrupted daily life in parts of Khyber Pakhtunkhwa.

Educational institutions in Peshawar, Mardan, Swabi and Nowshera were closed. NetBlocks reported major internet disruptions across parts of the province, while security forces established container blockades on roads leading to key government zones in Peshawar.

What will happen in the 12 border districts?

The government has established a dedicated secretariat, headed by an additional chief secretary, to administer 12 designated districts, primarily in former tribal areas near the Afghan border.

In these districts, executive officers have been authorised to perform judicial functions.

The arrangement temporarily suspends the constitutional separation of the judiciary and the executive in those areas.

The changes introduce a separate administrative structure for the designated districts while the wider province remains under governor's rule.

What does the Constitution say about the duration?

The proclamation faces several parliamentary deadlines and constitutional limits.

Because President Zardari acted without a resolution from the provincial assembly, both houses of Parliament must approve the emergency proclamation within 10 days, by 21 October.

The emergency must also be presented before a joint sitting of Parliament within 30 days. It will expire after two months unless approved.

If a joint sitting approves the emergency, it has no fixed end date and can remain in force indefinitely until revoked.

Governor's rule under Article 234, however, is subject to a separate limit. It can be extended in two-month increments for a maximum of six months.

These provisions mean the emergency proclamation and governor's rule have distinct approval requirements and time limits.

What happens next?

The immediate questions are whether Parliament will approve the emergency proclamation, how the federal administration will manage security and governance in Khyber Pakhtunkhwa, and whether the PTI can overturn the measures through legal and parliamentary challenges.

The dispute also raises questions about the relationship between federal authority and elected provincial governments during security emergencies.

The constitutional deadlines will determine the next formal steps, while the PTI's planned challenges will test the legal basis for suspending its provincial administration.
