UK universities tighten admissions: What Bangladeshi students need to know

UK universities are withdrawing admission offers and limiting intake from Bangladesh, Pakistan, Nigeria and India because tougher visa rules mean they risk losing permission to admit international students.

The restrictions come amid a sharp rise in student visa applications being withdrawn, particularly for applicants from Pakistan, Bangladesh and Nigeria. Some universities have responded by suspending recruitment from specific countries or introducing additional screening of applicants.

The measures do not amount to a blanket ban on students from these four countries. They reflect universities' concerns that visa refusals among their sponsored applicants could push them beyond the limits set by the UK Home Office.

Withdrawals are not visa refusals

A visa refusal occurs when UK authorities reject an application. A withdrawal means an application is discontinued before a final decision. This can happen at the applicant's request or after a university withdraws the admission offer or sponsorship needed to proceed.

The distinction is important because the latest figures show a rise in withdrawn applications, not simply an increase in refusals.

A Financial Times analysis of Home Office data found that 10.5% of UK study visa applications were withdrawn in the first half of 2026, compared with 2.3% in the same period of 2025 and 0.4% in 2023.

The withdrawal rates varied by nationality:

Pakistan: 40.9%, up from 3% in the first half of 2025.

Bangladesh: 23.5%, up from 7.1%.

Nigeria: 22.7%, up from 4.5%.

India: 5.2%, up from 1.2%.

The figures do not mean that these proportions of applicants were refused visas. Some applications were withdrawn before a decision, including following universities' decisions to revoke offers or sponsorship.

What has changed in the rules?

From 1 June 2026, the Home Office tightened the requirements under its Basic Compliance Assessment (BCA), an annual assessment that universities and other licenced student sponsors must pass to retain their licences.

Under the new rules, institutions must maintain a student visa refusal rate below 5%, ensure that at least 95% of sponsored students enrol and achieve a course-completion rate of at least 85%. The required completion rate will rise to 90% for assessments from June 2027.

Before the changes, the refusal-rate threshold was below 10% and the minimum enrolment rate was 90%.

The UK government says the tougher requirements are intended to improve recruitment standards and prevent misuse of the student visa route, including by people seeking asylum or illegal employment in Britain.

How does the compliance system work?

The Home Office assesses each university against the three measures using its sponsored students' records. The refusal rate is calculated from visa applications supported by the university's Confirmation of Acceptance for Studies (CAS), the sponsorship reference required for a student visa.

A CAS withdrawn before a decision on the linked visa application is excluded from the refusal-rate calculation. This creates an incentive for universities to screen applicants carefully before sponsoring them.

From June 2026, institutions receive a red, amber or green rating under the revised assessment system. A red rating indicates failure to meet a core requirement, while an amber rating signals that performance is close to a threshold.

Universities that fail can face compliance action, restrictions on the number of students they can sponsor and, in serious cases, revocation of their licences. Losing a licence prevents an institution from sponsoring new international students.

The system therefore puts universities under pressure to reduce the risk of refusals before applicants reach the visa-decision stage.

Why are universities concerned?

International student fees are a major source of revenue for British universities, many of which are already facing financial pressure.

The prospect of losing their sponsorship licences creates a difficult choice: continue recruiting from markets where they anticipate higher visa refusals or restrict admissions to protect their ability to recruit international students.

University representatives have raised concerns about unpredictable visa decisions and the impact of the new rules on legitimate applicants. The government, meanwhile, argues that institutions must ensure their recruitment practices protect the integrity of the immigration system.

What does this mean for Bangladeshi students?

Bangladeshi students remain eligible to apply to UK universities. There is no blanket ban on their admission based on nationality, although individual institutions may restrict recruitment or apply additional screening.

Prospective students should check whether their chosen university is accepting applicants from Bangladesh, confirm that it can provide the necessary sponsorship documentation and ensure that their academic, financial and other supporting documents are complete and consistent.

The immediate challenge is a more uncertain admissions environment in which universities must balance the income generated by international students against the risk of breaching Home Office compliance requirements.
