Ecnec approves 18 development projects worth over Tk16,000cr
The total expenditure for these 18 projects will be financed through a combination of sources.
The Executive Committee of the National Economic Council (Ecnec) today (1 December) approved 18 development projects involving an overall outlay of Tk16,003.77 crore.
The approval was granted at an Ecnec meeting held in the NEC Conference Room in Dhaka. The meeting was chaired by the Chief Adviser Muhammad Yunus, also the Ecnec chairperson.
The total expenditure for these 18 projects will be financed through a combination of sources.
The government will provide the largest share of Tk10,101.1 crore. Additionally, Tk5,609.7 crore will come from project loans, while the implementing agencies' own funds will contribute Tk379.31 crore.
In addition to the newly approved projects, the government has also advanced two major housing initiatives aimed at rehabilitating families affected during the 2024 July Uprising.
The Planning Commission has recommended both schemes for Ecnec endorsement.
804-flat housing project for July martyred families
The Ministry of Housing and Public Works, through the National Housing Authority (NHA), has proposed constructing the "36 July" residential complex on 5.08 acres of NHA-owned land in Mirpur Section-14 under Dhaka North City Corporation.
The project is intended to provide permanent housing for families of students killed during the movement.
With an estimated cost of Tk761.16 crore, fully funded by the government, the project is scheduled to run from January 2026 to December 2029.
It includes six 14-storey buildings with common basements and twelve 10-storey buildings, totalling 804 flats of 1,355 sq ft each.
The buildings will feature parking facilities and earthquake-resistant designs approved by the Public Works Department.
The proposal was first placed before Ecnec on 27 July 2025 and was sent for further scrutiny.
A revised version was evaluated at a Project Evaluation Committee (PEC) meeting on 19 October 2025.
Once implemented, the project is expected to offer secure and modern accommodation to affected families.
1,560-flat rehabilitation project for July injured
A second NHA project has been proposed to construct 1,560 residential flats for families of movement participants who lost their ability to work.
Located on NHA-owned land adjacent to Mirpur DOHS, the project carries an estimated cost of Tk1,344.41 crore, entirely funded by the government.
Planned for implementation between July 2025 and June 2029, the scheme includes 15 residential buildings of 14 storeys, each with a basement.
Each floor will contain eight flats of 1,250 sq ft. Parking facilities, lift installations, substations, generators, solar systems, fire hydrants, and CCTV systems are among the key components.
The PEC reviewed the proposal on 7 July 2025 and recommended it for Ecnec approval, noting that the project would provide safe and modern housing to families of those permanently disabled during the movement.
The Planning Commission stated that both housing schemes are essential for rehabilitating affected families and ensuring dignified living conditions for those who made sacrifices during the 2024 Anti-Discrimination Student Movement.
