Cenbank summons Q-Cash operator over disrupted services

Bangladesh Bank has summoned the operator of the Q-Cash network and ordered it to restore disrupted card and switching services after technical upgrades, system migration and maintenance work affected digital transactions at several banks.
The disruption began around 9pm on 4 October, according to a Bangladesh Bank press release issued today (6 October).
The central bank said services linked to cards, ATMs and the National Payment Switch Bangladesh (NPSB) had been affected, causing inconvenience to customers of banks using the Q-Cash network.
However, Q-Cash network services resumed at 10pm today.
Q-Cash is operated by IT Consultants PLC.
Bangladesh Bank said it was taking necessary measures to protect customers' interests and maintain the continuity of financial transactions.
The central bank has already summoned the management of IT Consultants PLC and instructed it to restore all card-related services, including switching, as soon as possible.
It said it was also working to restore the affected services at the earliest opportunity.
Transactions through banks directly connected to NPSB remain normal, according to Bangladesh Bank.
Services provided by mobile financial service (MFS) operators and other payment service providers are also functioning normally.
Other central bank-operated payment systems — including the Bangladesh Automated Clearing House Payment System (BACPS), Bangladesh Electronic Funds Transfer Network (BEFTN) and Real Time Gross Settlement (RTGS) — are continuing without disruption.
Bangladesh Bank has advised customers to follow instructions issued by their respective banks and use alternative payment channels where necessary.
