Officers from other cadres have demanded an end to the dominance of the administration cadre and sought opportunities to serve in their respective ministries and departments based on their qualifications.

They are also calling for merit-based promotions at the deputy secretary and joint secretary levels, as well as the elimination of discrimination in these promotions.

These demands were made during a press conference organised by the "Inter-Cadre Discrimination Eradication Council" at the Sagar-Runi Auditorium of the Dhaka Reporters Unity in the capital today.

Farhana Akhter, a member of the platform and General Education Cadre from the 24th BCS, presented various demands in a written statement.

She highlighted that, currently, there are 26 cadres in the country, and all are subjected to discrimination except those in the administration cadre. More than 80% of posts at the deputy secretary level are reserved for the administration cadre.

She emphasized the need to address this imbalance and ensure that individuals appointed to specific cadres are given appropriate recognition in their respective fields.

In the press conference, it was stated that health affairs cannot be fully understood without a doctor, yet decisions are often made by the administration cadre. While cadres in other fields, such as the cooperative sector, gain expertise through years of experience, the administrative cadre makes all the decisions, resulting in inadequate outcomes and creating various crises.

They argue that the core of the work in the Republic of Bangladesh is its cadre services. Above this is the superior service structure of the government, ranging from deputy secretary to senior secretary.

In addition, they have called for several changes, including appointing officials to each ministry from specific cadres, ensuring equality among all cadres, eliminating inter-cadre disparities in promotions, upgrading scales, maintaining integrity in national and local electoral responsibilities, and promoting equality in higher research, education, and scholarship.

Md Mofizur Rahman, an officer from the education cadre, stated, "The administration is monopolizing the cadre positions, and we are demanding equality in areas where officials from other cadres are facing discrimination."

The press conference was attended by ASM Zahid, Additional Director General of Bangladesh Betar; Muhammad Ahasan Habib of the Livestock Cadre; and officials from various ministries and departments.
