Govt issues new policy allowing daily basis employment for temporary workers
It applies to all government ministries, divisions, departments, agencies, state-owned enterprises, and autonomous institutions

The Finance Ministry has introduced the Policy for Engagement of Temporary Workers on a Daily Basis, 2025, enabling government entities to hire workers temporarily for urgent tasks.
The policy, signed by Finance Secretary Md Khairuzzaman Mozumder, was published on the ministry's website today (16 April).
It applies to all government ministries, divisions, departments, agencies, state-owned enterprises, and autonomous institutions.
Under the policy, Bangladeshi citizens by birth, aged between 18 and 58 years, will be eligible for daily-basis employment.
The policy defines "temporary work" as essential, urgent tasks that cannot be carried out by existing staff.
"Temporary worker" refers to a person employed for such tasks on a daily basis and paid through government or institutional funds.
Temporary workers must be physically and mentally capable, and must present a valid National Identity Card or Birth Registration Certificate as proof of age.
They are also required to provide a character testimonial from local dignitaries, city corporation or municipality councillors, or union parishad chairmen.
Remuneration for daily workers must comply with the wage rates set by the Finance Division, which may revise the rates when necessary.
No additional financial benefits will be provided beyond the approved wages.
Wage payments must be made through bank accounts or mobile financial services, and the appointing authority must reconcile the payment statements with the relevant accounting office, along with the bill for the following month.
The policy strictly prohibits wage discrimination based on gender or gender identity, ensuring equal pay for men, women, and transgender individuals.
The policy also mandates that the appointing authority ensure a safe, decent, and women-friendly working environment. Additionally, measures must be taken to ensure that temporary work does not negatively impact the environment.
Government entities with their own recruitment rules must amend them to align with the new policy after consulting the Finance Division.
Authorities must also calculate the required budget allocation for temporary wages based on estimated person-days for each fiscal year, and submit proposals in the prescribed format for approval or budget allocation.
