Dhaka North to introduce area-wise house rent caps, official rate card: Administrator

Dhaka North City Corporation (DNCC) will set area-wise house rent ceilings and provide an official rate card specifying the maximum rent permissible in each neighbourhood, DNCC Administrator Mohammad Azaz announced today (27 November).
Speaking at a roundtable discussion on landlords' and tenants' rights at the DNCC Nagar Bhaban auditorium, he said that although the Premises Rent Control Act was enacted in 1991, "many of its provisions are not being followed."
"We will prepare guidelines for both landlords and tenants in accordance with the law, expected to be completed within the first half of December," added the administrator.
Azaz noted that many homeowners do not pay holding tax in proportion to the rent they collect. "The city corporation will ensure that tenants are informed about the holding tax being paid by their landlords," he said.
"If holding tax is not paid properly, we will not provide any services to that building," he warned.
He also emphasised that tenants must be able to enter or leave their rented homes freely at any time. Landlords, he added, will be required to comply with all safety standards, including adequate fire-safety arrangements and earthquake-resilient structural measures.
The DNCC administrator further said that the city corporation will upload a standard tenancy agreement template on its website.
"We will also work to put an end to commercial activities in residential areas," he added.
