HC summons home secy over security guidelines violating Warrant of Precedence

The High Court has summoned Nasimul Gani, senior secretary of the Ministry of Home Affairs, for reportedly violating the "Warrant of Precedence" regarding the chief justice and justices of the Appellate Division and High Court.
The court has directed him to appear in person on 18 March and explain the formulation of the security guidelines for providing special protection to important/distinguished persons for 2025.
The bench of Justice Fatema Najib and Justice Sikder Mahmudur Razi issued the order today (6 March) after reviewing concerns over the guidelines.
At the same time, the court issued a rule suspending the enforcement of the state security guidelines issued by the home ministry on 2 March for three months.
The High Court's directives came after Supreme Court lawyer Mohammad Shishir Monir brought the matter to the court's attention, arguing that it undermined the constitutional status of the judiciary.

He told the court that the directive placed the chief justice at the same level as the home secretary and range DIGs, even though the Warrant of Precedence puts the chief justice at a much higher level.
The guidelines also categorised High Court justices at the same level as senior secretaries and Appellate Division justices at par with the IGP, Shishir said, stressing that this classification contradicted the ruling of the Appellate Division on the Warrant of Precedence.
