FF quota fraud: Bail revoked, senior asst secy sent to jail after DNA test refusal
Md Kamal Hossain allegedly secured university admission, government employment and other benefits under the freedom fighter quota by falsely presenting his paternal uncle and aunt as his parents instead of his biological parents.
Senior Assistant Secretary Md Kamal Hossain (officer on special duty at the public administration ministry) has been sent to jail in a case filed by the Anti-Corruption Commission over allegations that he became a BCS cadre by fraudulently using the freedom fighter quota by presenting his uncle as his father.
Following a hearing today (28 January), Dhaka Metropolitan Sessions Judge Md Sabbir Faez cancelled his bail and ordered that he be sent to prison, after he had reportedly refused to take a DNA test several times.
Addressing the court while standing in the dock after the hearing, Kamal said, "I am a bureaucrat; you have not delivered justice."
Confirming the matter, ACC Prosecutor Md Tarikul Islam said Kamal had obtained four weeks of anticipatory bail from the High Court on 15 December last year.
On 23 December, he surrendered before the Dhaka Metropolitan Sessions Judge Court and sought bail. The court granted him bail on the condition that he cooperate with the investigation until undergoing a DNA test and fixed a date for a further hearing subject to the receipt of the DNA report, according to Tarikul.
According to court sources, Kamal received interim bail on the condition that he cooperate with the investigating officer and undergo a DNA test. The investigating officer reportedly requested his cooperation for DNA testing four times, but he refused each time.
As he violated the bail conditions, both the investigating officer and the ACC applied for cancellation of bail.
Following today's hearing, the court revoked his bail and sent him to prison.
While standing in the dock, Kamal addressed the judge, saying, "I am a bureaucrat; you have not delivered justice." When he attempted to say more, police stopped him.
Earlier, on 26 December, ACC Assistant Director Md Manjurul Islam Mintu filed the case.
According to the case statement, Kamal secured university admission, government employment and other benefits under the freedom fighter quota by falsely presenting his paternal uncle, freedom fighter Md Ahsan Habib, and aunt Mst Sanowara Khatun as his parents instead of his biological parents, Md Abul Kashem and Mst Habia Khatun.
Through fraud and forgery, he appeared in the 35th BCS examination and obtained a post in the administration cadre under the freedom fighters' children quota.
The case further states that while studying up to fifth grade at Sirajnagar Government Primary School in Daulatpur, Kushtia, and up to eighth grade at Philipnagar Secondary School, Kamal used his biological father Md Abul Kashem's name.
Later, while registering in ninth grade at the same school, he allegedly listed his uncle, Md Ahsan Habib, and his aunt as his parents.
