2nd review report on deprived retired officials applications submitted to CA

The committee formed to review applications of deprived retired government officials today submitted its second report to Chief Adviser Muhammad Yunus.
Convener of the committee and former Finance Secretary Zakir Ahmed Khan handed over the report to the chief adviser at his office.
The five-member committee, headed by Zakir Ahmed Khan, completed its work in two phases to review applications from officers who were deprived of their jobs between 2009 and 4 August 2024 under the Ministry of Public Administration, and to prepare recommendations.
The committee comprised representatives from the Cabinet Division, the Ministry of Public Administration, the Finance Division of the Ministry of Finance, and the Law and Justice Division of the Ministry of Law and Parliamentary Affairs.
In the first phase, it reviewed applications of deprivation for posts of deputy secretary and above and submitted a report to the Chief Adviser on 10 December 2024.
In the second phase, applications were invited from deprived cadre officers, excluding administration cadre, holding posts of Grade-3 or above.
A total of 318 applications were submitted within the stipulated timeframe. Of these, 68 applications were outside the committee's jurisdiction and 40 were incomplete in terms of information.
Consequently, 108 applications could not be considered, leaving 210 applications for review. The committee held 14 meetings to scrutinise and select from these applications.
While considering applications of each cadre, a representative of additional secretary rank from the Ministry of Administration was present at the committee meetings.
Written recommendations from the administration ministry, opinions of the representatives, and other relevant matters were given serious consideration.
The committee formulated its recommendations through thorough analysis and judgment.
The committee has recommended promotions for a total of 78 officers, including 12 officers in Grade-1, 32 in Grade-2, and 34 in Grade-3, with retrospective effect. Among these, six officers were recommended for promotion by three steps, 17 officers by two steps, and 55 officers by one step.
Promotion was not recommended for 132 officers. The specific reasons for not recommending promotion have been detailed in each case, according to a press release issued by the Chief Adviser's Press Wing.
